About Us:

Transit Systems Security began operation as a licensed security service on August 1, 1980, and was incorporated on March 27, 1981. The company is wholly owned and operated by Lawrence Richman, President and founder.

 

Standards:

Officers are recruited on the basis of customer relation skills, appearance, experience and background. All officer candidates undergo extensive background checks including past employers, military records and criminal records checks.  Each candidate is screened for attitude toward drug use, theft and dishonesty. Preferred recruiting sources include security training schools, military service, personal referrals and law enforcement agencies.

Transit Systems Security is a California Corporation based in San Diego, California, which provides transit security and law enforcement related services for San Diego Trolley, Inc., San Diego Transit Corporation, North San Diego County Transit District, and San Diego Northern Railway.  Transit System Security provides specialized transit security service and has provided a variety of uniformed, undercover, and special enforcement units for public transit agencies since 1981.  Transit Systems Security is prepared to conduct a security assessment and provide a proposal for security services for any public transit agency in the United States.

 

 

What type of staffing does Transit Systems Security use to provide security service?

 

Transit Systems Security has a quasi-military structure headed by the Captain of Transit Systems Security.  Transit Security Lieutenants and Transit Security Sergeants supervise Transit Security Officers in a variety of uniformed and undercover assignments.

 

 

How does Transit Systems Security deploy its security officers?

 

Transit Security Officers provide uniformed patrol service on foot and in marked patrol vehicles.  In addition, specialized teams of undercover security officers ride trains and buses to apprehend vandals and other offenders.  Officers are assigned to patrol areas based on analysis of crime and incident reports prepared by Transit Security Officers and by review of reports from patrons and other citizens.

 

 

What authority do Transit Security Officers have?

 

Transit Security Officers employed by Transit Systems Security are authorized by California Penal Code Section 837 to arrest persons (1) for a public offense committed or attempted in the security officer's presence and (2) when the person to be arrested has committed a felony, although not in the security officer's presence.

 

 

What type of liaison does Transit Systems Security have with local law enforcement agencies?

 

Transit Systems Security works closely with all local law enforcement agencies and conducts joint meetings and briefings to plan for response to disasters and civil unrest.  Services provided by local law enforcement agencies at no charge to public transit agencies include (1) the acceptance of prisoners arrested by Transit Security Officers, (2) investigative services for serious crimes and accidents which are initially responded to by Transit Security Officers, and (3) police officers to support Transit Security Officers at special events which impact transit operations.  Also, law enforcement agencies assign police officers to work with our Transit Security Officers on various crime suppression activities.
